The public health system completes the network of care for the dependents and must offer mental health services and beds for hospitalization. The Ministry of Health established that "the hospitalization should be of short duration, in a general hospital of the public network, with a view to the detoxification associated with the emergency care of the organic complications or to the presence of some kind of comorbidity developed with the use".

The mental health policy also provides for the creation, in municipalities with more than 200,000 inhabitants, of rehabilitation centers - the so-called Hospital Reference Services for Alcohol and Other Drugs (Shrads) -, which should prioritize harm reduction.
That is, "the treatment must be based on the reality of each patient, which does not mean abstinence in all cases," says the Ministry of Health on its website.
Shrads will be responsible for emergency care related to the use of alcohol and other drugs (alcohol withdrawal syndrome, overdose etc) with the objective of reducing hospitalizations of alcoholics and dependents in psychiatric hospitals.
These rehabilitation centers are not regulated and the MS promises to pay higher values ​​for the Shrads procedures, which should be offered exclusively in general hospitals and with a maximum of 14 beds. However, the transfer of funds to create the first Shards rehab centers still depends on rules for agreements with municipalities, not yet detailed by the Ministry of Health.
